Authorizes creating liquid NEURON markets on DEXs (Uniswap v3 on mainnet and L2s, partner Bio.xyz referenced), with a minimum liquidity target of 10% of circulating market cap. Up to 100 ETH + 2.3B NEURON for liquidity, with a minimum initial post of 70 ETH + 1B NEURON within 3 days.
