Establishes a Discord-forum "Soft Governance" fast-track for low-materiality proposals (funding, amendments, or compensation matters of $25,000 or less), requiring at least 2 Working Group Steward backers and 6 positive votes, amending CDP-1's framework (now termed "Hard Governance").
